I don't know anything about PCI violations but I doubt that reporting someone would "put him out of business". Reporting someone is a pretty weak move. A strong move would be a campaign emphasizing the superior features of your product, such as PCI compliance. Seems like a pretty easy sell, especially in today's environment when there's a security breach every five minutes.
