In a team setting, everybody has a common goal, and I agree that the role of of a good team lead is to steer people towards that goal. Open-source is a different world, because people who only have an interest in, say, syntax will show up. They're not interested in talking about the rest of the proposal, because it's hard or beyond their expertise. It's hard to tell people not to talk about the only thing they care about, because you have to tell them to quit contributing to the things they care about.
