Um, regulating the use of spectrum to prevent interference is exactly what the FCC are for, isn't it? If you're trying to kick another user of the spectrum off it, that is jamming - specifically ECM, given it's taking a more technical approach than just filling the band full of noise. Many military jammers are pretty technical in their nature, but it's absolutely not an OK thing for a hotel to run, that's just ridiculous.
