See now all of these IP’s could be used by just about anyone Doesn't that indicate that they're perfect for (ab)use by anyone, since they're not linked directly to a single entity? I don't see why it's outside the realms of possibility that e.g. North Korea always uses the same pool of "dirty" servers to launch their attacks.
