Recurly (https://recurly.com/ https://recurly.com/) have done a great job to quickly roll out all the features and reporting required for us to be compliant with these changes by the 1st Jan. I'm not aware of any other payment provider that this is true for (but I haven't looked very hard.) They've made it very easy for us.
