Why not both? I think we can work to address both the symptoms and the disease in tandem. Treat the symptom of segregation by implementing programs or initiatives that actively promote diversity. Also, root out the underlying cause by.... doing lots of various things over the course of generations to convince/teach people that racism is wrong. Treating the symptom helps alleviate the problems experienced by people of color who are alive today. Addressing the cause could take a long, long time.
