We do plan to add some version of this RFC, but made a careful decision about not including it for 1.0. It will not completely change the error-handling design, but rather empower it with additional, finer-grained control. It's possible that we will add at least the `?` notation to replace `try!` before 1.0 final; it remains to be seen.
