We saw this earlier this year after upgrading to a new Linux kernel. The solution for us was to set this in sysctl.conf: net.ipv4.neigh.default.gc_thresh1=0

The solution for us was to set this in sysctl.conf:
net.ipv4.neigh.default.gc_thresh1=0
