I also get to deal with SOAP occasionally. I recently got the joy of dealing with it for a CA's API. It's clearly the result of developers and managers more interested in what the technology CAN do than what it should do.

In my experience, it wasn't that. Larger companies put value in supporting standards, because it is an important checkbox in their marketing, and SOAP is definitely a standard.
