It doesn't work at all -- because regulation is meaningless without enforcement. The real conversation should be about enforcement... not what is written down, what is enforced. There are a lot of stupid laws and regulations on the books in the US that should be gone, but instead are simply unenforced (http://www.dumblaws.com/laws/united-states/oregon http://www.dumblaws.com/laws/united-states/oregon).
Additionally, Uber is exploding in popularity because taxi's did a horrible job, abused their government granted monopolies and basically made life miserable for people... the first person in my peer group to start using Uber regularly did it because of the challenge of getting a cab while black late at night.
