I remember dreaming up this idea years ago (but significantly after 1992), probably around 2000 sometime. We never tried to implement it, but we tossed around the idea of encoding images as chunks of fractal portions. There were some pretty serious deficiencies in our idea which these authors must have addressed. Neat to see that it can actually work.
