Using approximate numbers, let's say that the average salary for a software engineer is $100K. O.K. Have the employer pay a MINIMUM of 125% of that to an H1B. The H1B gets $125K a year which only seams reasonable as the H1B "obviously" is SO BRIGHT to command a HIGHER salary. WAIT, WAIT That WILL NOT happen because this is all ABOUT COST.
