How can local news be disrupted?

I feel like local news (TV, Print and Digital) could be transformed. - A YouTube channel that creates interesting content to compete with local TV news. Local news features have become cliche and uninteresting. - Content/Advertisement should be integrated to bring more exposure to local businesses. Similar to Buzzfeed's sponsored content. - Make local news fun again. Every town/city website is filled with spam on the latest deals/reviews that nobody is reading. How do we do this? That's just three ideas. Do you think local media can be challenged? What would you like to see on a website for your town/city that is unique?
