When it comes to economic decisions, supply/demand is only one factor. Price always matters - because businesses that choose to locate in high cost of living areas are hiring human beings who have their own to pay, and regardless of how many engineers exist in the market, those expenses are fixed. So either companies pay up to get employees who can afford 3k/month 1 bedroom apartments near their SF office, or they don't. There are solutions to this problem, but it's not a supply problem.
