That doesn't seem like a good use of resources; it just adds a massive tax burden on top of the current system. BTW: I'm not arguing from philosophy, but from actually seeing homeless people on the streets every day. Each and every one of them seems to have mental and physical problems, and every one of them seems addicted to various substances (and incapable of taking care of their own finances).
