The same country that did not have all states ratify its anti-slavery amendment until the last year or two. The same country with a history of maintaining overseas secret prisons, abuse of surveillance powers, and a barely functional justice system. (I say all this as an american.) If we haven't even realized that human rights are human rights, why would anyone expect us to realize that internet is; especially when there is profit to be made from it?
