No, they are seriously expanding fiber. Almost all of their new hires are trained on and working on building out fiber, and minimal resources are devoted to repairing copper. It would be a complete reversal of their strategy to stop expanding fiber (Source: my dad works there). In that light I think this is just a rhetorical gambit, and the FCC should call the bluff.
