Great idea! Integrating with Githooks is super convenient.
This reminds me of watson (https://github.com/nhmood/watson-ruby https://github.com/nhmood/watson-ruby) which manages TODOs pretty well (with GH support) but doesn't generate the hooks for you unfortunately.
