Part of the reason the US regulated ISP's the way they did was the thought that different technologies could compete: Dialup/DSL, Cable, Power Line & Satellite. Unfortunately, internet over power line never panned out and satellite's latency and cost only make it worthwhile for a handful of people. (These are grouped by companies that control them) So our 4 options ended up as 2 because we counted our chickens before they hatched.
