I call it the "must do something" syndrome. Vps and managers at some point just "do stuff" to justify being employed and salary. So that means pooping out new products, doesnt matter if its great as long as it sounds like theres a remote chance for it to work. This is generally where the CEO has to come in and say "no more" - but thats not always that easy. Politics, etc.
