A couple of points.
1. This is old (2012). There was a major government change in May 2014. The earlier government censored a lot of stuff. Mainly because their performance was below average and they did not want people talking about it.
2. The new government (led by Prime Minister Modi) is very oriented. (Checkout the central attendance system implemented by them in a couple of months: http://attendance.gov.in/ http://attendance.gov.in/). They have been pushing for broadband internet connectivity in villages.
IMHO This is not as applicable today as it was 2 years ago.
