I don't believe that's at all the intention. However, I am quite interested in this approach, and will be watching Webmaker closely as they roll out a similar scheme. If it works, I'd likely be in favor of transitioning the Persona fallback from long-lived passwords to single-use email tokens. After discussion on the mailing list, of course. (FWIW, dochtman and I maintain Persona)
