I'm guessing he means continuity of the experience. One of the complaints was that you never know what happens when somebody leaves; did they get fired? Or are they on a new project? Did they quit? Having a manager who's consistently there, who knows the people on interproject and is aware of the comings and goings that you can bring questions to would help clarify that.
