Most definitely. And even the way it was proposed at the end of the original WaPo editorial was very nonchalant:

Let's all be sure to remind the "non-technical" public that there is no wizardry involved here. It's logic, mathematics, and science and some things are possible and some things just are not. Encryption in this sense is very black and white: either your data can be decrypted by a 3rd party or it can't. And if it can be decrypted by one 3rd party, you must assume it can be decrypted by any 3rd party.
