Maybe I should make a followup question, but if you had $1M in cash right now what's the best possible low risk investment you could make, and what would be the actual rate of return? To ask in another way, is there actually a safe investment right now that can get you that %4 target return? I think the typical answer is just dump it in a Vanguard index fund. Assume you believe the stock market is going to crash at some point so an index fund is too risky, but civilization will generally survive so gold is also too risky. What other option is there?
