The other worrying thing is the American-centric view of these issues. "Foreign governments" seems to implicitly imply "governments outside the US". As one of the 6.7 billion people on the planet that is not a US citizen or resident, to me, the US is a foreign government. For American companies to gain trust of markets outside the US, they have to take this into account. Apple and Google know this very well. Want to sell to China? Germany? Brazil? If the US government wants to enforce a backdoor on US products, that's going to do tremendous damage to their companies ability to compete in the global market.
