You cant have 1:1 ratio, because as producer you just dump energy onto the utilities, but they cannot just dump it onto you. Only way 1:1 ratio would work is utilities could dump their spikes onto you and then you would have to buy expensive equipment to prevent your home bursting into flames the first day. We need to cut down on our fossil fuel reliance, but solar and wind are helping in no way (yet).
