The Ruby scripts (assuming you're referring to portupgrade?) are optional.
The FreeBSD Project might still maintain a CVS repository, but all development's been moved to Subversion. Or if Git is your thing, they have some kind of synchronization set up with https://github.com/freebsd/freebsd https://github.com/freebsd/freebsd.
