If you can get away with a heavy-duty paperboard (which will suit most non-luxury products), the combination of full-color box and custom foam can be had as low as $5/unit, or less, in quantities starting at 500 units. Once you start getting into custom multi-wall product, you're often having to pay die costs which greatly drive up the per-unit price.
