IMO we need better road design, not additional legislation. We need dedicated cycling lanes, or at the very least designs that place parked cars between cyclists and drivers. You can't just draw a line on the road and call it a bicycle lane. So long as cars and cyclists are forced to occupy the same space cyclists are going to get killed.
