Unless you think the anti-privacy technology will enter our thoughts or something, you may "try hard," meaning to deceive those around you, this is not the same thing as "if you want to be a charitable person, start giving to charities and you will become charitable" or whatever. The parent is just noting the obvious that you will not be fundamentally turning people into ethical people or whatever, they will simply try to find ways to exploit the system.
