I've started Onarbor, https://onarbor.com https://onarbor.com, to address this issue. Onarbor is a publishing and funding platform where all the value in terms of ownership, reputation, and money goes to the academics. The ownership, citation part of the reputation system, and funding are made possible through the Bitcoin Blockchain. For those interested, I'm a molecular biologist at Harvard (REF.1) and am working to encourage people to give it a try.
