Unfortunately for the time being software will have to be written by humans, that is, fallible entities. You make it sound as if there were some magical security programmers who are above fail and could be trusted to get everything right, all the time. I think that is a dangerous illusion. Is there even a name for that fallacy? It is so common - for example the same things happens when people call for regulations in finance. Regulation by whom? They imagine some magical finance genius people who would get everything right.
