I make use of unnaximized Windows all the time. You don't need to see the whole window to use it. For instance when debugging a prism I only need to see the "output" panel portion of my ide window.
Some people only use one program at a time. But the win7 system already works well for that. If they want to change how windows work it should be after some testing and exprimentation. Don't just change it to be different.
