One pretty glaring problem I see with this proposal is that many would rationally consider annexation to simply be a stronger form of occupation. Foreign, secular occupation of Palestine and other ethnically Islamic territories has been "kind of a big deal" to many in the Arab and (more broadly) Islamic world.
