Regulator Rules McDonald's Is a 'Joint Employer'

I thought it was odd that people were mentioning online that the new $15 minimum wage laws would not apply to most fast-food locations because they are technically franchises and therefore small businesses. At the time it seemed like a legal loophole I'm glad the regulators have sorted this out.
