From the first sentence: > over 39 million Americans have less than 2 wired broadband providers they can get broadband service from. The logical/programmer side of me reads this as "over 39 million Americans have one wired broadband provider they can get broadband service from"

  Agreed -- if your logical/programmer side interprets <2 as ==1, then be careful with your code refactoring. :-)
