It doesn't seem to use anycast. I've done a traceroute from different worldwide locations using http://lg.he.net/ http://lg.he.net/ and they all get routed to Frankfurt, Germany. Here in Germany I get a very good latency to this service (22 ms, almost as good as my ISP's resolver's 18 ms), but if you don't live in or close to Germany this service probably isn't for you, at least as long as they haven't implemented anycast with multiple world wide locations.
