Re-schedule the meeting. At the end of the meeting, ask your team members what they thought about it and the subject, and why they skipped the meeting the other day (don't be accusatory, though).
It was unclear to me from your post when the meeting was scheduled during the day. Assuming it was in the afternoon, this means that your team members had already had 2 hours of downtime by the time they were given permission to work from home. Maybe they thought it prudent to go and get some work done? The only way to know is to ask.
