- dkrich 12y agoSee Grover Norquist. He approached congressional members of both parties with a pledge to never raise taxes. If a member refused to sign or signed and violated the pledge, his group would go into the local elections in that person's constituency and heavily fund their opponents. If you aren't familiar with this, you might be surprised to see who signed it.
