I too would bet that Miami isn't going anywhere because entrenched interests (that is, the city and its population) won't let it. My comment below neglected the insufficient infrastructure as a factor. It's one thing for someone to say that "X phenomenon is going to occur." It's another to uproot your life based on that assertion.
