It's a bit cynical to describe a ban or censorship of Microsoft software as a win for FOSS: "This will be a big gain for free/libre office suites, including some Chinese versions (IBM employed people in China to work on OpenOffice with ODF)." Censorship of competitors is never a victory for free (as in speech, not as in beer) software.
