It's easy to make consistent icons as long as you don't mind them being ugly. What's hard is striking a balance. Apple used to have this balance: reasonable consistency yet beautiful icons with a touch of delight and sense of workmanship. If we go from what we had to rulers and paint by numbers we might as well forego design altogether and just write a computer program to generate all icons.
