Startup Idea: Test Other Startups in Rural Areas / Outside SV

I'm kicking around this startup idea. Partner with other startups and implement/test their ideas for them in mainstream suburban/rural America. At lot of startups, especially those in SV, focus on metropolitan areas only or California only. It can be difficult to determine if those concepts will scale nationally. Understandable since that is where they live and those are the people they know, but what if they could partner with another company that understood the rural/suburban market and could market the same concept to them. This would be a "boots on the ground" marketing campaign, advertising on the local web forums and taking to small business owners in rural areas directly. What type of startups do you think would benefit from this?
