Your experience is directly contrary to my own :-) Of course I worked in the Chicago office so maybe it was due to being a remote office. But I and my colleagues regularly disagreed with senior people. Sometimes we were wrong and when we got more information realized it. Sometimes we were right and when we presented more information on the problem those senior people changed course. Both of us are working of purely subjective experiences though so neither one of us can really comment on Google as a whole.
