Sprey worked with Boyd on it and is one of the evangelists of the management/development philosophy that Boyd pushed. In a nutshell, normal development pushed for stacking on as many features as you could to please everyone involved. Boyd pushed for making the plane fit a specific performance envelope for the role and making everything else secondary.
