I agree that lining up the incentives right is very important. But from a business perspective making a commissions based strategy work is tricky. Especially if you can get rid of the bottom feeders. Then there'll be a good incentive for both the employee and employer to grab that $1500 (a 10% commission on a 15k job). Then comes ridiculous measures like the screen grabbers and the 3rd party holding your onto your payment etc.
