This is a limitation based on how the app was coded; not an inherent limitation of Flash. I've built plenty of Flash apps that can handle zoom. Sometimes zooming in means that the 'sprites' get bigger. Sometimes it means more data is shown on the screen at once. It depends on the app and how it is implemented.
