If one does one's job so poorly that no one can tell if one engaged in criminal activity while doing it or not, shouldn't that be grounds for permanent removal

If one does one's job so poorly that no one can tell if one engaged in criminal activity while doing it or not, shouldn't that be grounds for permanent removal from government service? It would only take a handful of examples and this stuff would go away.
