When people/media/govt/everyone is/are still arguing whether the surveillance state is merited or not, whether Snowden is a traitor or not, a technical solution

When people/media/govt/everyone is/are still arguing whether the surveillance state is merited or not, whether Snowden is a traitor or not, a technical solution is meaningless. The argument over whether it needs a solution needs to be "solved" or at least agreed on enough that their is an "issue" to be "solved" anyway.
